    In a story from U.S. News and World Report, parents and officials are claiming that 117 children in the Wicomico Public Schools on Maryland's Eastern Shore have been sent to emergency rooms in handcuffs due to behavioral issues. Many of these students have disabilities. This averages out to be one instance for every 100 students in the district, more per capita than Baltimore City:

    Let's be practical. There are kids who do not belong in a public school setting. It doesn't meet their needs, classes are disrupted and educators don't have the time or tools to deal with them. It isn't fair for the majority of students who don't get the attention they need to learn. Public schools have evolved into babysitting platforms and dumping grounds for parents who work or can't/won't parent. These children are the parent's responsibility, not the school's.
