U.S. Attorney General Blanche Drops Receipts Of Biden DOJ Targeting Parents Who Spoke At School Board Meetings

I remember when it started. It was in 2021, in the middle of the pandemic. Parents woke up to what was going on in their children's classrooms. Many school districts were closed and had implemented virtual learning. Parents who were either working from home or not working at all, were able to see what was being taught (or not) in virtual lessons on their child's computer.

In Talbot County during this time, parents were censored from talking about TCPS policy regarding closing schools, masking, vaccines, indoctrination etc. This censorship was put into place by TCPS staff in conjunction with the school board, which was headed by Susan Delean Botkin as President. Parents formed a group to protest these actions.

Since I was a former school employee, the actions of the school system and board shocked me.

Other parents across the United States were so upset that schools were not yet opened because the teachers' unions in conjunction with their school board allies, forced them to stay closed. They also saw the divisive lessons being taught in classrooms. Parents also complained that many schools that were open forced even the youngest of children into wearing harmful masks all day to protect them from Covid, even though the virus was not dangerous to children. They wanted a voice in these decisions.

When parents also saw that children were being taught that they were " racist oppressors" because of the color of their skin and other children were being taught they were "oppressed victims" because of the color of their skin. They knew this was wrong.

They sent their children to school to learn reading, writing, math, science and history, not class hatred and warfare.

Many started going to school board meetings unless they were blocked by Covid restrictions. They were quite vocal with their displeasure about what was happening in schools. School boards weren't used to this from parents and reacted with fear and anger. They forgot who they represented.

Across the country, school boards started locking parents out, shutting parents down, or even throwing them out of meetings. This is when parents began to be targeted by the Biden Administration and its allies, the teachers' unions and the National Association of School Boards.

On October 5, 2026, current Attorney General Todd Blanche released a report on the targeting of parents exercising their first amendment rights in school board meetings. From the DOJ report:

On September 29, 2021, the NSBA sent a letter to President Biden (“NSBA Letter”)
describing these parents as participating in “domestic terrorism” and requested that the federal
government arrest, prosecute, and incarcerate them. Within weeks, and amid substantial public
backlash, the NSBA’s Board of Directors apologized “for the letter,” and acknowledged there “was
no justification for some of the language included in” it.

For some, including parent Scott Smith in Loudon County, Virginia, the NSBA apology was too late. Again, from the report:

The parents that the NSBA described as potential domestic terrorists included Scott Smith, whose
disabled daughter was, on May 28, 2021, “attacked, anally raped, and orally sodomized, in a girls’
restroom stall at Stone Bridge [High School], by a male student dressed in female attire.” The
male student, who identified as a female, was allowed to enter the girls’ restroom pursuant to a
“bathroom policy” adopted by officials of the Loudoun County Public Schools. That same day,
Loudoun County Public Schools Superintendent Scott Ziegler notified the Loudoun County
School Board that a female student had reported being sexually assaulted by a male student in a
school restroom.


After the rape, at a June 22, 2021, meeting of the Loudoun County School Board, Superintendent
Ziegler brazenly stated: “To my knowledge, we don’t have any record of assaults
occurring in our restrooms. . . . I think it’s important to keep our perspective on this, we’ve
heard it several times tonight from our public speakers, but the predator transgender student or
person simply does not exist.”16 When Mr. Smith challenged this claim at the school board
meeting, he was arrested and prosecuted—and his prosecution only ended after he received a
gubernatorial pardon.
On October 21, 2021, the predator transgender student who had brutally
attacked Mr. Smith’s disabled daughter was convicted of sexual battery and forcible sodomy.18

During all of this, the GARLAND MEMORANDUM was written by then AG Merrick Garland:

The memorandum was based on allegations from the NSBA Letter which asserted that parents at school board meetings posed an “immediate threat” to America’s public schools and their leaders. And it urged the federal government to treat those parents’ actions as potentially “equivalent to a form of domestic terrorism.”

This memorandum created a dedicated task force to determine federal enforcement options for investigating and prosecuting these parents. Garland instructed United States Attorneys and the FBI to organize meetings with federal, state, and local law enforcement leaders within thirty days to set up reporting and response strategies. It also created “dedicated lines of communication” for reporting these parents to federal law enforcement for “assessment, and response.” After the Garland Memorandum, the FBI opened a number of investigations into school board threats with a whistleblower disclosing that the Bureau had investigated a mom because she belonged to a “right-wing mom’s group”* and “is a
gun owner” and a dad because “he rail[ed] against the government.”

Officials in the Department of Justice, including both career officials and even some Biden Administration political appointees, initially pushed back on doing so by questioning the constitutionality of the request.

The Garland Memorandum has since been rescinded under the Trump administration and the policies implementing it terminated. The October 5 report traces the origins of the Garland Memorandum, focusing on the role of the Department of Justice in creating and issuing the document.

The document contains documentation, attachments, copies of emails and a timeline of how this blatant targeting of parents was implemented by the Biden DOJ.

The 2026 Report to Expose the Weaponization of Government Against Parents in Schools

Parents targeted often suffered extreme consequences from the actions of the DOJ, many losing jobs, businesses, etc. Since the report has been released, people are asking if and when DOJ and Biden Administration staff will be subject to any consequences for this action.

That remains to be seen.
