    Reckless Endangerment.

On Friday, December 22, 2023, investigators responded to the University of Maryland
Emergency Center in Queenstown, Maryland and interviewed a subject who reported
they were the victim of two separate assaults that occurred in September and October

Investigators learned the first incident occurred at the Cannery Road address
sometime in September or October 2023.

In that incident, Travis N. Lynch grabbed the victim after she caught him performing a sex act while watching her in the bathroom.

Investigators learned the second incident occurred in October 2023 at the Cannery Road
address. The victim reported they were sitting in a vehicle parked in the driveway with
another individual. Travis N. Lynch accosted them with a pistol while they were sitting in
    the vehicle.

On December 22, 2023, investigators obtained an arrest warrant from the Talbot County
District Court Commissioner for Travis N. Lynch. Investigators surveilled the Cannery
Road address and observed a vehicle believed to be owned by Lynch leave the residence.
Deputies with the Talbot County Sheriff’s Office Patrol Division conducted a traffic stop
on the vehicle and identified Lynch was the front seat passenger. He was arrested
pursuant to the arrest warrant without incident and transported to the Talbot County
Sheriff’s Office. Lynch was transported to Talbot County Central Booking where he had
an initial appearance before a court commissioner. Lynch was ordered held without bond
at the Talbot County Detention Center and will have a bail review in District Court in the
    near future.

After Lynch’s arrest, detectives continued their investigation into these crimes. On
December 22, 2023, detectives executed a search and seizure warrant at the Cannery
Road address where Lynch was residing. Detectives recovered pistol ammunition located
in a bag connected to Lynch. Detectives also executed a search and seizure warrant on the
vehicle Lynch was in when he was arrested. Detectives conducted a thorough search of
the vehicle and located a loaded pistol secreted under a trim panel in the front seat
passenger area. Additional charges are pending against Lynch for the firearm violations
as Lynch is a convicted felon and is prohibited from possessing a regulated firearm.
