The rape and murder of 20-year-old Kayla Hamilton of Aberdeen, Maryland in 2022 rocked the Harford County, Maryland, Community to its core. Not only was the crime brutal and senseless, but it targeted a young unsuspecting woman and was committed by a 16-year-old illegal alien and member of the violent MS-13 gang from El Salvador.
He was convicted and recently sentenced.
And then parents discovered the criminal had been attending a Harford County High School without parents or students knowing who he was or what he was accused of.

In light of this horrible event and several others across the region, District 42 B Delegate Nino Mangione- Republican, Baltimore County, has pre-filed two bills for the 2025 Legislative Session. They are the Student Protection Act of 2025 and the School Safety Act of 2025:
The purpose of both bills is to assure that students who have been identified as a suspect for certain crimes and/or charged with crimes. It directs school systems to find alternative educational options for these students instead of in-person attendance.
It's been suggested that Mangione include Kayla Hamilton's name in title of one or both bills.
